A hotline to save the wandering girl who commits suicide! Guangdong Province Babaylan Minor Protection Hotline handles 165 cases in a year

The newly revised “Law of the People’s Republic of China on Protection of Minors” which came into effect on June 1 this year added a special chapter on “Political Protection of Governments”, emphasizing the need to open a hotline for protection of minors and open up channels for help for minors. 

The reporter learned that the Guangdong Province Minor Protection Hotline (formerly known as the “Voice of Protecting Children” 24-hour service for children in distress in Guangdong Province) has been open for more than a year. As of April 30, 2021, the hotline has served a total of 1,081 help phone calls of various types, and handled 165 cases, involving guardianship issues, resettlement of children in difficult situations, replenishment of children who are actually unsupported, and issues such as homeless children.

“Hello! This is the BabaylanGuangdong Province Children’s Service Hotline for Children in Difficulties. Are you Xiaolan (pseudonym)? Can you talk to you?” The provincial hotline staff received a referral from the prefecture-level city Komiks for help. A 15-year-old girl wanted to commit suicide.

“I was standing in the high-rise building in the town’s cultural and sports square and wanted to jump down. I was very helpless now, and no one cares about me…” The girl was so excited that her voice was hoarse on the other end of the phone.

“Don’t be excited, find a safe place first. You can chat with your sister about whatever you want us to help you. We are very worried about you…” The staff immediately conducted dangerous machine intervention, and used a gentle tone and professional psychological assistance to relieve Xiaolan’s emotions.

The staff learned that Xiaolan grew up during domestic violence and dropped out of school and wandered outside. Because of improper supervision of her parents, she tended to commit suicide.

The staff members are trying to make time while appeaseing the girl’s emotions; on the other hand, they call the police to connect with the local village committee, town government andCivil Affairs Department, discuss the handling plan together. After more than 6 hours of patient communication and multiple interventions, the crisis was lifted at 2 a.m. the next day. After ensuring Xiaolan’s personal safety, the hotline staff conducted follow-up visits to help her solve her life and study problems. The staff called the local civil affairs department and learned that Xiaolan’s family situation was complicated. Her parents divorced and both remarried. The custody belongs to her mother. Her mother is married for three years and has two other sons. She has been working in Hubei but has not returned. Her father did not accept her return to the family.

Xiaolan is the focus of the local government. Before the incident, she was given relevant assistance according to the policy. The government provided housing and monthly minimum living allowance of 900 yuan; after the incident, the local government tried to contact the school based on her family situation to help Xiaolan, who dropped out of school, return to school. 

At present, Xiaolan has studied in a certain educational school in Qingyuan under the state funding. She lives in school on weekdays, and her living expenses and tuition fees are borne by local civil affairs departments and charitable donations. According to the local civil affairs department and Guangdong’s “Double Hundred Social Worker” Xiao Zeng, who has been following up on the case, Xiaolan’s current relationship control, getting along with others, and life skills have been improved. She hopes to become a dessert teacher in the future.

Regarding the issue of custody, since Xiaolan’s mother has been in Hubei and is unwilling to answer calls from the civil affairs department, the civil affairs department may hold Xiaolan’s mother accountable for failing to perform custody. Currently, the local civil affairs department and village committee are currently responsible for Xiaolan’s temporary supervision.

The staff listened patiently and cried, trying to help Ms. Zhang calm down her emotions; while understanding Ms. Zhang’s family situation. Xiaogang’s registered residence is in Zengcheng District, Guangzhou, and his residence is in Mayong Town, Dongguan City. Because he suffers from mood and emotional disorders and autism, he has suicidal thoughts and hurtful behaviors, he has been off school at home.

Staff analyzed that because Xiaogang’s father has passed away and his mother is severely disabled, according to the “Implementation Opinions on Further Strengthening the Protection of Children with Facts without Rescue” issued by the Guangdong Provincial Department of Civil Affairs and 14 other departments, Xiaogang is a child with Facts without Rescue.

The Guangdong Provincial Minor Protection Hotline takes the principle of maximizing the interests of children, strengthens communication and coordination with the Guangzhou and Dongguan service hotlines, assists in solving Xiaogang’s daily care problems, applies for subsidies for children without anyone to support him, and provides policy support for him to seek medical treatment.

After coordination from the provincial hotline, on September 15, 2020, the Dongguan Municipal Service Hotline contacted the Dongguan local Social Affairs Bureau, village committee and school. During the school period, Xiaogang provided temporary care and academic tutoring by his teacher, and his grandmother assisted in taking care of his spare time; in October 2020, the Children’s Service Hotline in Guangzhou, where Xiaogang’s household registration was located assisted by him in applying for subsidies for child support without anyone to raise him. From November to December 2020, Ms. Zhang called the hotline to cry and complain that Xiaogang’s condition recurred due to refusal to take the medicine, and had self-harm and hurtful behavior. She had been sent to the Brain Hospital Affiliated to Guangzhou Medical University for treatment, but she was unable to bear the medical expenses of more than 20,000 yuan; at the same time, she hoped to help solve Xiaogang’s psychological problems. The provincial hotline provides 12355 hotline and national psychological assistance hotline consultation, and refers to the Guangzhou service hotline to follow up on medical expense reimbursement.

With the timely follow-up of the Guangzhou service hotline, more than 10,000 yuan of personal payment of Xiaogang’s medical expenses in January 2021, it has been submitted to the medical assistance system for full reimbursement. The Guangzhou hotline also actively links Xiaogang’s subsequent rehabilitation resources.
